One note/question regarding the Evil High Priest: Would non-evil-aligned adventurers be willing to contribute hundreds or thousands of GP to an evil religion to receive healing or raising? Would knowingly supporting “the enemy” be enough to keep heroes away?

In the example you gave for individual initiative the monster would move 1/10 it’s move rate per segment. So the difference in segments would be the distance the monster would have moved by the time the PCs action took place.
